The issue served as a great introduction to Gordon, a very interesting character in his own right. It's nice to see the down-n-out nitty gritty of your Gotham City, and I like how Gordon still remains that traditional vibe and wants to clean up the corruption, but also with his lower rank having to actually be out there and executing those commands on the street level is an interesting change. THe issue does a good job of getting in his head and showing the ins-and-outs of the city Batman operates in.
But I do wonder if it wasn't a mistake that Batman appears so little in this issue, especially given that it's only the second in the series.
It really felt more like an issue of Maximum Gotham Central, than Maximum Batman, but I enjoyed this issue for what it was and think you've got a lot of potential here with these characters. Hope to see Bullock and Devin and some of the other SWAT members fleshed out a bit more as this series continues.
Jina's cover is really prety cool. It has a nice retro feel to it, and I liked it a lot.
I liked this issue, it's a solid direction to continue on if you feel so inclined, but I'm not sure it worked as a Batman title, given that he barely appeared, but it's a direction you've got some skill in and I wouldn't mind seeing more of this.

Wow, as Gordon is probably my favorite supporting cast member of The Bat, I thought this issue was really great. You manage to illustrate the depressing and hopeless struggle that Gordon is going through in a seemingly endless fashion. You can really feel for the guy and how utterly hopeless his life seems to be.
That is, until he meets Batman. I don't know if it was just me, but it seemed that even before Gordon receives his "gift" from Batman, that his spirits seemed to be lifting. It's very clear (to me, at least) that you really know your police work and for someone who's studying in that field like me, it makes the read all the more credible. I'm a fan of Harvey Bullock so I was happy to see him in here. However, I cringed when I noticed that you were using Winick's name, as I'm not a big fan of his work. But when I saw that he was a corrupt politician, I got a good chuckle out of it. Thanks!
It also looks like the same method could've been used for the reckless driver, Devin. If so, nicely done.
There's some great emotional writing in this issue and you were really able to pull on the ol' heart strings with Gordon's struggle. I particularly liked this exchange:
The only criticism that I think I can offer is that the issue seemed to go on longer than it had to. Not that it was stretched out with needless scenes (in fact I thought that every scene was well done and served a purpose) but with a few one-liners that I thought would've ended the issue on a great note, the line that actually did end it felt a little flat to me. Just didn't have the same dramatic impact as I was expecting after lines like:

Almost every line ending each post of the issue felt more poignant than the final line. Perhaps if you'd have thrown out some villain names as the criminals discussed who to call in, it would have added a bit more excitement to the ending. That's just my opinion, at least.
So all in all, I thought it was a really excellent issue and didn't miss Batman at all. I'm sure he'll be back next issue. This was a great introduction to someone who is almost Batman's partner in crime fighting so to speak. Definitely worthy of an entire issue to himself. Of course, I'm such a big fan of Gotham Central that you could continue down this road with the police and I still wouldn't mind.
Oh and that cover was some great work! Very reminiscent of Gotham Central. Awesome stuff. 5 Stars!
